Managing the financing of components

The current version of RescoManager has been designed for managing the installation, operation and maintenance of any component, and specially renewable energy equipment.

Nevertheless, the software has the potential to be used for managing the financing. This is to facilitate:

1. the supervision of funding from one or several sources to a single recipient (e.g. a RESCO or Government Agency receiving funding from a large donor or from multiple donors); 
2. the coordination, processing, approval and supervision of funding applications from several applicants to one source (e.g. a Development Bank providing a soft loan, or Government agency providing a rebate, or a donor providing a grant to a target group of beneficiaries), and finally 
3. the matching and follow up of one-to-one contributions from several sources to multiple beneficiaries (e.g. a site on the internet where multiple contributors such as individuals or companies directly select the projects or renewable energy equipment that they wish to fund for households or small entrepreneurs in rural areas). 

RescoManager 3.1. starts with the Order, but the software could be used for starting and approving applications for funding from users to the National Development Bank of Palau once this feature is added into the software.

Justification: extend to RescoManager the possibility of managing funding allocations, and not just the management of the installation, operation and maintenance of equipment.
